The 4/5 condition applies to salaried employment, not to self-employed activity. What that means and which paths are open.
Not on the basis of your self-employed activity: the flexi-job condition requires employment of at least 4/5 as an employee with another employer in the reference quarter. Self-employed work does not count towards this. If you combine a 4/5 salaried job with a self-employed side business, then the flexi-job is possible, on the basis of that salaried job.
Retired self-employed people can do flexi-jobs: for retirees, the 4/5 condition no longer applies.
