The 4/5 condition applies to salaried employment, not to self-employed activity. What that means and which paths are open.
Not on the basis of your self-employed activity: in principle, you must have worked at least 4/5 as an employee for one or more other employers in the third quarter before the flexi-job, or be retired. Self-employed work does not count towards this. If you work at least 4/5 as an employee and also have a self-employed side business, you can meet the condition through that salaried job.
Retired self-employed people can do flexi-jobs: for retirees, the 4/5 condition no longer applies.
