Yes, as a fully unemployed person you may take a flexi-job, provided you report it in advance to your benefit agency. You keep your unemployment benefit, but you must declare the income. There is no legal maximum limit for extra earnings from a flexi-job, but the RVA checks whether you remain available for the labour market.

Your gross flexi-wage is completely free of taxes and social contributions, so your net hourly wage is higher than with a regular side job. In principle, anyone who is employed at least 4/5th or retired can do a flexi-job. But unemployed people can also take a flexi-job under certain conditions. You must be registered as a jobseeker and remain available for the labour market. As long as you do that, a flexi-job is a perfect way to earn extra.
Unlike regular extra earnings, the RVA imposes no maximum amount on income from a flexi-job. Your flexi-wage is fully net-taxed, and your benefit is not reduced. However, as an unemployed person you may only work a maximum of 48 hours per quarter in a flexi-job (instead of the general 151 hours per month). This ceiling protects your availability for full-time work.
Before your first flexi-shift, you must report it to your benefit agency (e.g. HVW or RVA). If you don't, you risk a sanction. Each month, correctly report your flexi-hours on your control card. Your employer is obliged to draw up a flexi-agreement and have it signed at least one working day before the first shift.
